OPC Alerts DC Residents to Upcoming Significant Electricity Bill Increase Due to Unprecedented Wholesale Market Prices  Washington, D.C. – The Office of the People’s Counsel (OPC) for the District of Columbia is alerting Pepco customers to an expected increase of approximately $20 for the average monthly electric bill beginning in June 2025. Roughly half of the projected hike is driven by a dramatic spike in capacity (wholesale) market electricity prices established through a recent auction conducted by PJM Interconnection.   What Is PJM and Why Does It Affect Your Bill?  PJM Interconnection--initially named to reflect the Pennsylvania, New Jersey, and Massachusetts markets--is the regional transmission organization that manages the electricity grid for the District and 13 surrounding states; and transports electricity to Pepco before the utility distributes it to local homes and businesses. PJM is responsible for ensuring enough energy is available for grid reliability by conducting capacity auctions. PJM also is responsible for securing commitments from power plants to be online to deliver electricity when demand is highest—typically during the hottest and coldest months. Utilities like Pepco pay for this reserved power, and the resulting costs are passed on to consumers through monthly electric bills.  What’s Driving the Increase?  The most recent PJM auction in July 2024, which covers the 2025/2026 delivery year, resulted in a huge and unprecedented surge in capacity prices—due to a combination of factors that have increased the cost of maintaining reliability. These factors included reductions in supply, persistent delays in bringing new renewable energy online, and growing electricity demand. OPC's Response  “The Office of the People’s Counsel has been deeply concerned that District residents have been asked to shoulder the cost of a flawed market system,” said People’s Counsel Sandra Mattavous-Frye. “And we took aggressive action to try to avert increases of this magnitude in the future."     Following the auction, OPC and other consumer advocates filed a complaint against PJM before the Federal Energy Regulatory Commission (FERC), advocating for changes to address the systemic flaws in PJM’s capacity auction. OPC also participated in related proceedings at FERC and other regional forums to address the advocates’ concerns.      PJM subsequently proposed changes, adopting recommendations made in OPC’s complaint. Contact the utility company directly to inquire about the options available to you. But note, you are not obligated to decide your next steps on the spot while speaking with a utility representative. Always ask for additional information and reach out to OPC for advice and guidance, if needed. Apply for available energy assistance programs through the District Department of Energy and Environment (DOEE):  Utility Discount Program (UDP): You may be eligible for a discount on your water, electric, or gas bill. You could receive discounts of:  Up to $475 per year on your electric bills ($300 per year if you don't have electric heat).  Up to $276 during the winter season on your gas bill. Over $962 annually on your water and sewer bills.  Visit here for more information or contact the utility company for more information about UDP.  Arrearage Management Program (AMP): You may be eligible for debt forgiveness of up to $3,600 for your electric bill or $3,000 for your gas bill. To qualify, you must be enrolled in the Utility Discount Program for Pepco and Washington Gas. Contact Pepco or Washington Gas to see if you qualify for AMP. Budget Billing: Would you prefer a pre-arranged amount on your bills on a monthly basis? Contact Pepco or Washington Gas for an explanation of their program.     Payment Arrangements: Contact the utility company to see what options are available. You do not have to accept an arrangement that is unaffordable. Contact OPC if you have questions about payment arrangements.    Solar For All: DOEE administers a community solar program that comes at no cost to eligible applicants and expects to deliver energy bill savings. You can participate in this program even if you live in an apartment building or condominium. To apply for the Solar for All program, visit here.     Washington Area Fuel Fund: Washington Gas and The Salvation Army created the WAFF to help consumers pay winter heating bills. The program is accepting applications through May 31, 2025. The  DC educational nonprofit Archaeology in the Community is reaching out to the community  about the Young Archaeologists' Club. This is an out of school time opportunity for youth interested in archaeology to work with professional archaeologists and explore STEM-related topics through hands-on activities, games, and crafts. Participation is free, but registration is required.

The program is designed for middle-school-aged students. The one-day engaging sessions start on March 29 and go through August at different locations throughout Washington, DC and virtually. Participants can choose which days, locations, and topics work best for them.

The June 21 and 22 sessions will be at the Tenley-Friendship Library.
